Charges

The charges which DBCT Management invoices its customers for using the terminal are all regulated by the Queensland Competition Authority (QCA) in accordance with the methodology described in the approved Access Undertaking (AU). There are three charges which each customer must pay to DBCT Management for using the terminal. These are:

1. Terminal Infrastructure Charge (TIC). This is an access charge which is determined by dividing the Revenue Cap allowed to DBCT Management by the total volume of capacity held under standard contract terms. Currently this charge is $2.4401/Tonne (applicable from 1 July 2016) excl GST.
2. Handling Charge Fixed. This is the component of the Operator's handling charges which does not change regardless of volume shipped. Currently this charge is $1.3061/Tonne (applicable from 1 July 2016) excl GST.
3. Handling Charge Variable (HCV). This component of the handling charge varies according to shipping. Currently this charge is $1.0184/Tonne (applicable from 1 July 2016) excl GST.

All charges are invoiced based on a fixed monthly amount which assumes one twelth of the customer's contracted capacity is shipped within the month. The HCV is then adjusted at the end of the year according to the actual volume of coal shipped and the actual costs incurred by the Operator in providing the service.
